USDA Rural Development has announced the increased funding and new program guidelines for their Rural Energy for America Program (REAP). Rural small businesses can now get 40% off the cost of solar PV systems and other renewable energy and energy efficiency measures (lighting, HVAC, insulation, etc.)
This 40% in funding can be combined with the newly increased 30% federal tax credit for solar and any other incentives your utility company might have. All to say, it could be as good a year as any to go solar for those who have been considering it.

The First Cycle of Small Grants is Open for 2023 Eligibility for the Small Grant Program The Community Foundation for South Central New York welcomes proposals of $5,000 and under from qualified non-profit 501c.3 organizations in our 5-county service region which includes Broome, Tioga, Chenango, Delaware and Otsego counties.
Grant Criteria
• Proposals may be submitted for program, small capital purchases, or capacity building projects • Grants will be awarded from $250 to $5,000.
• Although the application is shorter, comprehensive responses are required. Keep in mind that the organization still must make its case to be considered for funding.
• Applications will be considered 6 times a year and are due by the fourth Monday of January, March, May, July, September, and November.
• Applicants must tie their request to the Community Foundation’s Need Assessments located on the website The Community Foundation for South Central New York

New York State's Tourism Return to Work and Meet in New York grant programs were launched earlier this year to help the tourism industry rebuild from the pandemic by offering state funds for new employees hired in the tourism industry, and for discounts offered by event venues and lodging facilities for events held in New York State. We are writing you today to notify you of recent updated guidelines for both programs.
Informational sheets for both programs are attached to this email. We encourage you to utilize them with your stakeholders to help promote the availability of this support for the tourism industry.
Below are some of the notable updates to the programs to increase eligibility and make applying easier for tourism businesses and organizations:
- Return to Work:
- Employment growth period enhanced to include jobs added from July – September 2022
- Amended program rules applying to economic harm, minimum employees increases, and increased caps
- Clarification of existing guidelines around fiscal year requires
- ESD team member available via appointment for live counseling (see informational sheet for more information)
- Meet in New York:
- An extended period for program applications to June 30, 2023
- An extended end date for the event to occur until December 31, 2025
- An adjustment to the minimum venue size requirement, allowing for smaller venues
- Flexibility with proof of booking documentation, pre-event
- ESD team member available via appointment for live counseling (see informational sheet for more information)

Major Home Repair Assistance
Homeowners in Tompkins and Tioga Counties, are you in need of upgrades to your homes? INHS may be able to help!
The Affordable Housing Corporation (AHC) has awarded INHS $412,000 to rehabilitate 15 single-family homes, including mobile homes on owned land, in need of major repairs and upgrades. Homeowners who live in Tompkins County, including the City of Ithaca, and Tioga Counties that fall within the income limits listed below may be eligible to apply for an average of $26,000 in assistance.
Use of funds include deferred maintenance, health and safety issues, code violations, structural defects, energy upgrades, septic systems, roofs, siding, and accessibility modifications.
